Integras Civil Rights Consulting
Our Work
Discrimination and civil rights disputes present complex challenges under federal and state law. They carry significant legal, economic, and human costs—impacting institutional integrity, workplace climate, and organizational effectiveness.
INTEGRAS Civil Rights Consulting provides independent, integrity-driven services grounded in transparency and a holistic, equity-centered approach. As a grassroots organization, we bring a responsive and client-focused perspective to our work while maintaining the rigor and neutrality required for defensible outcomes. Our approach emphasizes clarity in process, thorough documentation, and accountability at every stage.
We offer a broad range of high-quality civil rights consulting services to government agencies, higher education institutions, private organizations, and attorneys. Our work includes investigations, hearing support, and advisory services designed to help clients navigate complex civil rights matters in an administrative framework that is fair, thorough, and defensible under institutional policies and applicable law.
Expertise Areas
Impartial Investigations
We conduct independent, impartial, and methodical civil rights investigations that prioritize fairness, consistency, and institutional accountability. Our work is designed not only to assess specific allegations but also to identify patterns or systemic barriers that may impact equity within an organization.
Each investigation follows a structured, evidence-based process grounded in transparency and procedural integrity. At the conclusion of the investigation, we provide a comprehensive report that clearly documents the allegations, summarizes relevant evidence, and presents a neutral analysis. Our reports are designed to support informed decision-making and withstand institutional and external scrutiny.
Hearing Officer Services
We serve as independent, neutral Hearing Officers in civil rights and Title IX proceedings. Our role is to manage the hearing process in a manner that is fair, orderly, and consistent with institutional policy and applicable regulations.
We oversee hearings by making procedural determinations, ruling on the relevance of evidence, and ensuring that all parties are afforded an equitable opportunity to be heard. Where applicable, we issue written determinations that clearly document the procedural history, summarize the evidence considered, and apply the appropriate standard of evidence.
Our approach is grounded in neutrality, consistency, and procedural integrity, with decisions designed to support institutional compliance and withstand external review.
Advisory & Compliance Services
We provide strategic advisory services to support institutions in navigating complex civil rights and discrimination-related matters. Our work is focused on strengthening compliance, improving processes, and reducing institutional risk.
Services include policy review and development, process audits, case management guidance, and risk assessments. We work collaboratively with clients to identify gaps, clarify procedures, and implement practical solutions that align with regulatory requirements and institutional goals.
Our advisory approach is grounded in transparency and a holistic understanding of how policies, practices, and organizational dynamics intersect in civil rights matters.
Training & Capacity Building
We offer tailored training programs designed to strengthen institutional capacity in civil rights compliance and response. Our trainings are practical, scenario-based, and informed by real-world investigative and adjudicative experience.
Topics may include investigative techniques, trauma-informed interviewing, evidence evaluation, credibility assessment, and decision-making frameworks. We also provide training for Title IX Coordinators, investigators, and decision-makers to support consistent and compliant processes.
Our goal is to equip professionals with the tools and clarity needed to carry out their roles effectively, while promoting fairness, accountability, and confidence in institutional processes.
Commitment to
Integrity

Our processes are structured, transparent, and grounded in careful documentation to ensure that our work is both fair and defensible.
We approach each matter without bias or predetermined outcomes, applying consistent standards and evidence-based analysis.
